Home Access Program

Notice of Pre-Application and Statement of Activities

The Vermont Center for Independent Living (VCIL) intends to apply to the USDA Rural Development for a grant to provide assistance to approximately 15 low-income Vermont homeowners for home repairs/access modifications in the following counties: Caledonia, Essex, and Orleans.

The process for selection of recipients for home repairs/access modifications will be by application to VCIL at 11 East State Street, Montpelier, VT 05602. Applications will be reviewed on a first-come-first-served basis for eligibility based on the HUD Median Income guidelines and need. Recipients will be notified by letter they have been approved to receive assistance for their home repairs/access modifications, their number on the list of recipients to be served, and a projected date for assistance.

VCIL employees will staff the project and will use local contractors.

Public Comment: Public comments or questions regarding the Pre-Application and Statement of Activities may be submitted from July 13, 2018 through August 3, 2018 to VCIL, Attention Patricia Tedesco, 11 East State Street, Montpelier, VT 05602 (1-800-639-1522 or 802-229-0501).

Improving Quality of Life by Improving Access to Private Homes

The Home Access Program (HAP) provides home entry and bathroom accessibility modifications for low-income Vermonters with physical disabilities.  These modifications increase opportunities for participation in the civic and social life of the community.

The Home Access Program includes:

Home entry and bathroom modifications for people with disabilities whose income is 80 percent of median income (income limit chart).  The modifications are designed with the individual in mind and may be as simple as an entry ramp to a house, an accessible shower or even a handheld shower attachment.

Financial assistance for nonprofit housing providers for accessibility modifications in their affordable rental housing.

The Home Access Program has a long waiting list because the need is greater than funding allows. HAP staff will work closely with you to identify and secure other resources and funding to make sure your needs are met as quickly as possible.
